‘Missing Middle’ Housing Initiative Brings New Workforce Homes to Jackson, Michigan

The City of Jackson and Allen Edwin Homes are partnering to bring new housing opportunities to the area through the “Missing Middle” housing initiative, a statewide pilot program focused on expanding attainable homeownership options for working professionals and strengthening neighborhoods through new construction investment.

As part of the initiative, 50 new homes are planned across vacant lots throughout Jackson, Michigan. Several homes are already under construction, including seven homes on Maple Avenue, additional homes planned nearby, and more single-family homes currently being built near Chittock Street.

The program was created to help address a growing challenge seen in many communities across Michigan: the lack of attainable housing options for essential workers and residents who want to live closer to where they work.

“Our goal is to help create more housing opportunities in communities that need them most,” said Greg Bird, Program Manager for Workforce Housing at Allen Edwin Homes. “Many working professionals are struggling to find homes that fit both their needs and budget. This initiative helps bring new construction homes into existing neighborhoods while supporting long-term community growth.”

Revitalizing Underutilized Land

The homes are being built on vacant and underutilized properties throughout Jackson, transforming empty lots into new residential opportunities while contributing to neighborhood revitalization efforts.

According to Allen Edwin Homes, each new home built through the program contributes approximately $40,000 annually in economic activity to the municipality through increased investment, property taxes, and local spending.

The development effort is being coordinated alongside city-led improvement initiatives including:

  • Targeted code enforcement
  • Installation of new street lighting
  • Existing home rehabilitation funding programs
  • Neighborhood infrastructure improvements

Together, these efforts aim to strengthen existing neighborhoods while expanding access to new construction housing opportunities within the city.
